Definitely Raven, I love Amber and I love the dress, and of course that color speaks to me, but those shoes was a bad decision. Even if she had gotten the shoes right, Raven still would have won, hands down.

i agree with michaniya. amber's shoes were the deciding factor. that being said, raven has been serving the same ice-queen/botoxed look in a lot of pix lately. it still looks as if she's holding her breath. she's too young to look so severe.
Raven is rockin it!! To me this outfit is beyonce worthy. Where as Amber is still in her teen years... Raven is showing she is a woman now!
